should this forum follow a rule that sythe.org denied?

Even if you do not have proof people should be aloud to report people. The person will not be banned of course but it will allow people to later go to the archives and look up someones username and see if they were ever accused of scamming. This will give people a small heads up that a person might be a scammer, but without proof they cannot be banned.

should we use this method? please dont post just asnwer the poll.
